"I told the deputy secretary of state that just like me and President Tadic, as presidents of the Democratic & Socialist Party, who have had a number of conflicts in the past, had signed a declaration on political reconciliation with a clear emphasis on the fact that the past cannot be canged but that we can influence and cange the present and the future of Serbia, we believe that our relations with the neighboring countries and big stated that we have had different kinds of misunderstandings should be guided by the same principle," Dacic said. Dacic is sceduled to attend the traditional Prayer Breakfast on Febr 4.

DJELIC: CLEAR VALIDATION OF SERBIA'S EU INTEGRATION
BELGRADE, Feb 1 (Tanjug) - Deputy Prime Minister for EU Integration Bozidar Djelic stated that the decision on full implementation of the ITA between Serbia and the EU represents a clear validation of Serbia's speedy EU integration. Djelic told that such EU's decision fully validates the policy of the Serbian government, which decided to unilaterally implement this very important agreement with EU in Jan 2009. "Owing to our activities, but also the activities of the EU, at the first meeting of the committee for the control of the implementation of ITA to be held in Belgrade in the third week of March, we will be able to consider the implementation which lasts more than a year, rather than only several weeks that the agreement will be implemented bilaterally," Djelic pointed out. According to him, the result of Serbia's decision to begin implementing ITA last year was not only the reduction of certain prices for domestic consumers, particularly in the import of cars, but also of other goods. The full implementation of ITA between Serbia and the EU has begun Monday, whereas Serbia began unilaterally implementing the ITA one year ago.
DELEVIC: IMPLEMENTATION OF ITA-CLEAR POLIT. SIGNAL, OPENS EU ACCESSION
BELGRADE/LONDON, Feb1 (Tanjug) - The full implementation of the ITA between Serbia and the EU, the final objective of which is to create a free trade zone, has begun today, the British BBC stated. BBC reports that the Director of the European Integration Office Milica Delevic assessed that the implementation of the agreement represents a clear political signal and opens a path for Serbia's EU accession. The analysts point to the great significance of the ITA implementation. Consultant at the European Institute for Economy and Commerce Dragomir Jankovic assessed that with the implementation of ITA Serbia is becoming a predictable partner and therefore more attractive for foreign investments. "On the other hand, Serbia makes a good bridge towards the eastern market, and the companies from the West will certainly be interested in that. Taking this into account, Serbia can be an attractive place for foreign investments, that is for the creation of new companies, which would export their products in Russia, Belarus and Ukraine under more favourable conditions," Jankovic stated for BBC. The agreement envisages trade liberalization between Serbia and the EU, which has given rise to criticism that the reduction, that is the abolishment of customs duties, may harm the Serbian economy. However, Jankovic believes that the benefits from the implementation of the agreement are greater than the possible damages.
ÐELIC: SERBIA JOINS IN DRAFTING DANUBE STRATEGY
BRUSSELS, Jan 29 (Tanjug) Serbia officially joined in Brussels the drafting of the EU strategy for the Danube Basin Countries, Deputy Prime Minister Bozidar Ðelic told. Serbia will also host next autumn a summit to consider ways of financing the strategy, he said. The strategy will be officially presented during Hungary's term of EU presidency in the first half of 2011, he said. This will be the first strategy in whic Serbia will be involved from the outset on equal footing as all EU memberstates, he said after a meeting with European Commission for EU Regional Policy Directorate General Director Dirk Ahner. The Danube strategy is a great future EU macroregional strategy similar to the one drafted last year for the Baltic region, Ðelic said. Serbia has considerable potentials, suc as nearly 600 kilometers, or a quarter of the total navigable length of the Danube, he said. It also has considerable potentials in infrastructure, environment protection, tourism and transport and will therefore be very active in drafting and implementing the strategy, Ðelic noted. Considerable funds from the EU budget will be earmarked for the strategy, he said. Serbia's participation in the strategy will also enable it to consolidate its role as a key country in transport in southeastern Europe, he said. By linking the Danube Corridor 7 with the railway and road Corridor 10, creating a cargo center and developing multimodular transport, Serbia will become a logistic center of southeastern Europe, he said.
VOJVODINA WILL TAKE PART IN DRAFTING OF DANUBE STRATEGY
NOVI SAD, Feb 1 (Tanjug) - Ahead of the conference "EU Strategy for Danube Region," President of the Vojvodina Assembly Sandor Egeresi said that Vojvodina will, together with Serbia, take an active part in the drafting of a Danube strategy in the coming months, because it is of great importance for the European integration process. The conference, which is being held under the auspices of the European Commission in Germany's town of Ulm today and tomorrow, will officially open a series of meetings of representatives of the most important European institutions, states and regions through which the Danube River runs, in order to prepare a strategy for setting up of a Danube Euro-region. Egeresi, who is also deputy president of the Council of Danube regions and towns, evaluated that the Danube region is important for our country because it is the best way to exploit the domestic natural, industrial, tourist, ecological and other resources, and thus strengthen the position of Serbia in the Eu integrations, stated by Egeresi's office.
SERBIA MIGHT GAIN EU CANDIDATE STATE STATUS IN SPRING
BELGRADE, Jan 30 (Tanjug) Serbia's application for the status of a EU candidate state might be forwarded to the European Commission to give its opinion in spring, Swedish Foreign Minister Carl Bildt has evaluated. In an interview for Vecernje Novosti, Bildt said that Serbia might gain the candidate status even before the ratification of the SAA gets unfrozen. Expressing his optimism in regards to Serbia's further progress towards the EU, Bildt said that the Western Balkans has made a certain progress and that it is no moving forward faster than before. Of course, there are still outstanding issues, but I believe that the situation is better than six months ago, said Bildt. Speaking about the time needed for the application to be discussed, Bildt said that there is a kind of a parliamentary process within the EU institutions now. One of the things that has taken place over the past several years is that national parliaments need to give their opinion when it comes to certain decision making within the EU, said Bildt, adding that it will be the same in Serbia's case, just as it was in case of Albania and Montenegro. Let's say that all Western Balkan countries should be in a strong acession program by 2014, whic is ambitious enough, said Bildt.
SERBIA'S NATO MEMBERSHIP IS NOT PRECONDITION FOR ENTERING EU
BELGRADE, Jan 29 (Tanjug) Serbia does not have to become a NATO member in order to enter the EU, and the country should decide on its own whether to join the North Atlantic Alliance or not, representatives of a delegation of the European Commission (EC) and the USA Embassy in Belgrade stated. Serbia's NATO membership is not the precondition for the EU membership. There are countries whic are in the EU but not in NATO, and that is a fact, Cief of the Political Section of the EC Delegation Thomas Gnochi said at a conference dubbed 'Let's talk about NATO.' At the meeting organized by a nongovernmental organization 'EuroAtlantic Studies Centre', he said that the EU and NATO share a number of positions on the security policy, and added that it is good that Serbia has public debates concerning the geostrategic course the country should follow. Deborah Mennuti, Cief of Political Section in the USA Embassy, said that it is not a secret that the USA government would like to see Serbia in NATO, but pointed that this is Serbia's decision. Serbia is the one that should decide on the matter, she said, reminding that Serbia and the USA have partner relations in the military field, as well as in the enforcement of the reforms in a number of fields. Mennuti pointed out the Alliance's economic component in the member states, especially from the aspect of safety and security whic is important for the potential investors in Serbia.

The main EU tasks during Spain's presidency will be implementing the Lisbon Treaty and overcoming the global recession, Palacio Espana said. Other priorities will include human rights, gender equality and cildren's rights, he said. All 27 EU memberstates must give their approval if Serbia is to get the status of associate member, for whic it applied in December 2009. PAHOR: TALKS RESULTS VISIBLE SOON
LJUBLJANA, Jan 31 (Tanjug) The latest talks held by Slovenian Prime Minister Borut Pahor and President Tadic focused on the situation in the Western Balkans and European integration of the region countries, the office of the Slovenian premier stated in Ljubljana. Pahor, who met with Tadic in Belgrade late on Friday, said in a statement with Radio Slovenia upon his return that the results of the talks should soon be visible, the Slovenian agency STA reported. Pahor's office also stated that President Tadic and Premier Pahor agreed that the continuation of the process of the EU enlargement is important for the stability and further development of the Western Balkan region as a whole. The two officials also discussed possibilities of overcoming the economic crisis in the region, Slovenia's investments in Serbia, measures for increasing the competitiveness of the Serbian and Slovenian industries, as well as possibilities for joint projects in foreign markets, the news agency said in its report.
SUTANOVAC: RESOLUTION IS AN OPPORTUNITY FOR SERBIA TO TAKE COURSE
BELGRADE, Jan 31 (Tanjug) Minister Dragan Sutanovac stated that a vote at the Serbian parliament on a resolution on Srebrenica will show who behaves and thinks as a responsible person in the political scene and who is still living at the time that should have been put behind us long ago. "I believe that this will be a key moment in whic we will see whether parties are sincere when they say that they wish to adopt the European system of values in Serbia, in whic dignity, human rights and human life have the most important place and in whic it is being admitted that a mistake had been done," Sutanovac said. The resolution on Srebrenica is an opportunity for Serbia to decide whether it assumes responsibility for all the things that have been done on its behalf and to clearly voice its orientation that suc crimes will never take place again, said he. Sutanovac underscored that the most hypocritical denial of the events in Srebrenica are those that are bidding with the number of victims, because one thus gets an impression that some are sorry about what happened in Srebrenica while others are sorry that the number of victims was small. Sutanovac underscored that the majority of the signatories of the petition for the "return of the DSS to the political scene of Serbia, i.e. for the calling of a referendum on NATO, have the same attitude towards war crimes and their perpetrators. However, unlike Srebrenica, whic is a moral, ethical and emotional issue, the attitude towards NATO, acording to Sutanovac, is a real political topic in whic there is not room for emotions.
DUTCH AMBASSADOR WELCOMES SREBRENICA RESOLUTION
BELGRADE, Feb 1 (Tanjug) - Dutch Ambassador to Serbia Ronald Van Dartel expressed his hope that a possible adoption of a resolution on Srebrenica will contribute to the process of facing the past and reconciliation in the region. Last week I welcomed the initiative of President Tadic on a resolution on Srebrenica and I hope that this will contribute to the process of facing the past and reconciliation in the region by calling things the right name, the ambassador said. The issue of Srebrenica has special weight for the Netherlands because Dutch troops, who were part of the United Nations Protection Force and who withdrew from the protection zone on July 11, 1995, had been accused of failing to prevent the crimes. Relatives and families of those killed in Srebrenica had filed suits against the Netherlands, accusing them of doing nothing to protect the population.Holland is still conditioning the continuation of Serbia's Eu integration process with a transfer of Mladic to The Hague.
KOSACEV: IT IS UP TO SERBIAN PEOPLE TO DECIDE
BELGRADE, Feb 1 (Tanjug) Head of the Russian Duma Foreign Affairs Committee and Vice-President of the Council of Europe Parliamentary Assembly Konstantin Kosacev has stated that the Russian people could not understand a decision of the Serbian people in case Serbia decides to join NATO, but that this is a decision that the Serbian people would make after all. "That decision should be made through a democratic procedure, and I believe that referendum is the most democratic procedure," Kosacev said in an interview published by Vecernje Novosti today. "I believe that NATO is responsible for the biggest and most tragic problem Serbia has today Kosovo.Serbia's possible decision to join NATO would be incomprehensible to me. It would mean that the Serbian people acept NATO's operations against the former Yugoslavia and that they acept Kosovo's independence. But, once again, it is up to the Serbian people to decide," said Kosacev. Kosacev believes that if Serbia becomes a member of NATO, it would affect the relations between Moscow and Belgrade. "We have strongly supported Serbia in different situations and we did not do that to keep Serbia close to Russia and not let it join some other organization. We sincerely support Serbia from historic reasons and because we interpret international law, whic, in Kosovo's case, was violated by the unilateral declaration of independence," said he. "So, suc a decision would be incomprehensible to us and would have a negative impact on the relations between Russia and Serbia," said Kosacev, expressing his hope that it is not realistic to expect Serbia to become a member of NATO. Kosacev also said that Serbia's acession in the European Union would not cange anything in its relations with Russia. "If that processis well prepared, I don't see any problem in the EU membership," said Kosacev.

BANJA LUKA, Jan 29 (Tanjug) The Presidency of BosniaHerzegovina (BiH) ordered that a request be sent to Belgrade in urgent procedure for the issuing of agrement to Borisa Arnaut, while the recent candidate for the position of Bosnian ambassador to Serbia, Sead Avdic, has been appointed ambassador to India, the Bosnian Foreign Ministry confirmed to daily Dnevni avaz. COOPERATION OF CUSTOMS, POLICE LIAISON OFFICERS
BELGRADE, Jan 29 (Tanjug) Representatives of 12 European states showed at the first meeting of customs and police liaison officers in Belgrade interest in cooperation with the Serbian Customs Administration. The meeting was organized as part of the project on fostering integrated border management between Western Balkans and Turkey. Serbia's Customs Administration is pursuing its endeavors for fostering stronger ties and more intensive international cooperation and for excange of information with European and the region's countries, a Customs Administration release issued. These goals must be realized as the modern approac requires integration of all Customs Administration activities into a single security and border control system, the release says. Without integration of all security functions, there can be no efficient fight against crossborder organized crime, terrorism, money laundering, illegal migrations or people trafficking, the release says.

DINKIC: SERBIA IS GETTING OUT OF RECESSION
BELGRADE, Jan 30 (Tanjug) Deputy Prime Minister Mladan Dinkic said that it is realistic to believe that Serbia will acieve economic growth in the first quarter of this year to get out of the recession officially. Dinkic said at a meeting of the G17 Plus Main Board that this is not enough because to comparing level is low since the industrial activity was low last year, underscoring that more measures will be taken to speed up the economic recovery. "There are two groups of measures," said Dinkic, adding that the first group includes "defense" measures that are taken in order to further strengthen solvency, while the other group, the socalled "offensive measures" are those that are aimed at speeding up the revival process. He said that those measures are aimed at stimulating domestic demand, reducing bureaucracy and abolishment of excessive procedure, attraction of direct foreign investments, employment of young people, launcing of major infrastructural works and a new model for aceleration of equal regional development. Speaking about infrastructural projects, Dinkic said that the construction and completion of the entire Horgos-Novi Sad motorway will start as of spring and that the works on the Nis-Dimitrovgrad section of Corridor 10 motorway will also start. "What is new is that we are going to start building the motorway towards western Serbia," said Dinkic. Together with Corridor 10, these are two key directions that are being constructed and they have to help increase the GDP growth, said Dinkic.

Speaking about the privatization of Jat Airways, Mrkonjic said that Germany's Air Berlin had demonstrated interest in strategic partnership with Jat Airways and Jat Tehnika, and that first meetings are expected to take place in February. Mrkonjic also said that Italy had showed great interest in investing in the socalled Corridor 11, whic should link Italy and Romania via Serbia.

NESTERENKO: STRATEGY FOR NORTHERN KIM VIOLATES UN RESOLUTION
MOSCOW, Jan 29 (Tanjug) The official Moscow believes that the socalled strategy for northern Kosovo violates the Resolution 1244 and generates tensions in the province, Russian Foreign Ministry spokesman Andrei Nesterenko stated. We believe that, in the existing circumstances, we should effectively prevent any attempt to implement decisions that may harm Kosovo, Nesterenko said. By this I refer to the socalled strategy for the northern Kosovo, whic violates UN SC Resolution 1244 and generates tensions in the province, he added. The Russian official added that Moscow insists on the UN Mission fulfilling its obligations in representing Kosovo in regional and international institutions. There must be no canges in this respect, Nesterenko underlined at a regular briefing at the Russian Foreign Ministry. We believe that the reduction of UNMIK staff is unaceptable as this would undoubtedly limit the body's capacities in implementing the authorizations granted by the UN SC, Nesterenko said. Acording to him, Russia is confident that no one has the right to prevent UNMIK from fulfilling its tasks, including those referring to the enforcement of the democratic standards established by the international community.
LIMDAL: SITUATION IN NORTHERN KOSOVO COMPLEX
PRISTINA, Jan 29 (Tanjug) Some EULEX personnel will shortly be gradually transferred to northern Kosovo as the situation there is complex due to the existence of parallel structures, EULEX spokesperson Karin Limdal announced. European officials who have been visiting northern Kosovo were urged to advocate implementation of the plan drafted by ICO head Peter Feith, Limdal added. Feith's strategy for northern Kosovo includes international community support to direct linking of Serbia's European perspective with reducing Belgrade's support to parallel structures in northern Kosovo. Italian ambassador to Kosovo Micael Giffoni, who was officially appointed the EU coordinator for northern Kosovo, said Friday that the situation in the north is cangeable and muc more complex than that in the areas south of the Ibar river. A seinsible approac should be adopted, concentrating on the prospects for dialogue among Kosovo communities and focusing on specific needs and issues essential for the people, Giffoni noted. Common points should be found and attempts at creating a myth out of the Kosovo status issue should be halted, the ambassador said. He added that he has received encouraging signals from the Serb community.
EULEX: PROGRESS IN NORTHERN KOSOVO THROUGH DIALOGUE ONLY
PRISTINA, Jan 31 (Tanjug) The EU Rule of Law Mission in Kosovo (EULEX) stated in Pristina that they strongly believe that progress may be made in the north of the province only through a dialogue in whic the concerned communities will take part step by step. In a statement, the Mission stated its "clear" and "consistent" stand on the issue of the "Strategy for the north," saying that it is "neither an EU strategy or a EULEX paper," but that it was drafted by the International Civil Office (ICO). EULEX also stated that its staff had not been visiting northern Kosovo with the task of supporting the implementation of the ICO's plan. The Italian news agency ANSA last Friday quoted EULEX spokesperson Karin Limdal as saying that some EULEX personnel will shortly be transferred gradually to northern Kosovo as the situation there is complex due to the existence of parallel structures. ANSA also reported Limdal as saying that European officials who had been visiting northern Kosovo were urged to advocate implementation of the plan drafted by ICO head Peter Feith. In its statement, EULEX described the said statements by Limdal as alleged and fully incorrect. Acting Deputy Head of EULEX Press and Public Information Office Nicolas Hawton confirmed that the Mission had never held the position that Limdal was said to had allegedly presented. Feith's strategy for northern Kosovo includes international community support to direct linking of Serbia's European perspective with reducing Belgrade's support to parallel structures in northern Kosovo. The document has been drafted by Feith and provisional institutions of selfgovernment in Pristina, and it was conceived as a part of the decentralization process in Kosovo and Metohija, aiming at assuming control over the northern part of Kosovska Mitrovica. ANSA also reported that Italian Ambassador in Pristina Micael Giffoni, who was appointed by the EU last October as coordinator for the north of Kosovo, had said that the situation in the north is cangeable and muc more complex than that in the areas south of the Ibar River.A sensible approac should be adopted, concentrating on the prospects for dialogue among Kosovo communities and focusing on specific needs and issues essential for the people, Giffoni noted. Common points should be found and attempts at creating a myth out of the Kosovo status issue should be halted, the ambassador said, adding that he had received encouraging signals from the Serb community, ANSA reported.
