MORATINOS: I HAVE A STRONG FRIENDSHIP WITH MINISTER JEREMIC
BELGRADE, Feb 3 (Tanjug) - Spanish Foreign Minister and President of the EU Council of Ministers Miguel Angel Moratinos has stated that he is honored and grateful for recently becoming an honorable citizen of Belgrade. "I have had the opportunity to visit Belgrade twice during 2009, in Jan and Dec. My pleasure was double last time. I received with great pleasure the Charter of an Honorable Citizen of Belgrade, and I am very grateful to the city and the Serbian people," Moratinos said for Vecernje Novosti. I had an opportunity, said Moratinos, to talk to people that I feel deep respect for. They include President Tadic, who strongly supports European agenda of Serbia and my colleague Minister Vuk Jeremic, whom I have a strong friendship with. I was impressed with the determination of them both to work even harder on promotion of those relations, particularly in the economic area.
MORATINOS: SPAIN STRONGLY SUPPORTS SERBIA
BELGRADE, Feb 3 (Tanjug) - Spanish Foreign Minister and Chairman of the EU Council of Ministers Miguel Angel Moratinos has stated that Spain strongly supports Serbia's EU integration and that the recognition of Kosovo is not a precondition for Serbia's EU accession. We have made significant progress with Serbia in the EU integration process in the last several weeks of 2009, and Spain is pleased about this, Moratinos said for Vecernje novosti. We believe that, if Serbia continues along this path, conditions will be created for its relatively speedy progress in the EU integration process. It is now up to the EU member states to make a decision on the next phases of the process, particularly when it comes to considering the application for obtaining the candidate status, he added. Unlike earlier practices, the decision to request from the EC to make a report based on which the Council of Ministers will consider the submitted candidacy has become routine. However, I insist, the EU member states always have the last word and it is necessary for all of them to agree so as to make this decision. Spain expects that the report may be requested as soon as possible, so that the EC could procees with the usual procedure. We also expect that the EU member states may decide by June to unblock the beginning of the SAA ratification process. All this could contribute to the speeding up of Serbia's EU integration, Moratinos underscored. Speaking of Kosovo-Metohija, Moratinos said that Spain's position on Kosovo is familiar and respected in the international community and among the EU member states. It is obvious that this issue was not resolved within the UN. We expect that ICJ will give their opinion in the following months regarding the legality of the unilaterally declared independence of Kosovo.

DACIC: UN RESOLUTION 1244 SHOULD BE RESPECTED IN KOSOVO
NEW YORK, Feb 3 (Tanjug) - Deputy Prime Minister Ivica Dacic has stated in New York that the U.N. mission in Kosovo and Metohija needs to continue operating under U.N. Resolution 1244 because it is the key factor in preservation of peace, stability, security and safety of citizens. This primarily applies to those who belong to the so-called non-Albanian population, in order to have guarantees that all other missions coming to Kosovo and Metohija will be status neutral, Dacic said during his meeting with U.N. Secretary-General Assistant Dmitry Titov, who is in charge of rule of law, security and peace-keeping missions. Dacic and Titov discussed expansion of Serbia's capacity to participate in U.N. peace-keeping mission, the Serbian Interior Ministry said in a statement. He recalled that representatives of the Serbian police are currently part of the peace-keeping mission in Liberia and Haiti. Dacic expressed Serbia's readiness to send out even more troops and some small police units if the U.N. has a need for them. "These missions are fully peace-keeping and civil missions, whose main task is to help citizens, vulnerable population and training of police forces," said Dacic.
POROSHENKO: UKRAINE'S STAND ON KOSOVO ABSOLUTELY CLEAR
KIEV, Feb 2 (Tanjug) - Ukraine has not recognized Kosovo's independence as there are no grounds for recognition, Foreign Minister Petro Poroshenko said. The arguments are the same as with regards to Abkhazia and South Ossetia, he told Komersant daily. Ukraine will never recognize independence of Abkhazia and South Ossetia from Georgia, a that would constitute a violation of fundamental principles of international law, he said.
ITALIAN DEPUTY FOREIGN MINISTER VISITS GRACANICA
GRACANICA, Feb 2 (Tanjug) - Italian Deputy Foreign Minister Alfredo Mantica visited Gracanica and met with the officials of the newly formed municipality financed by the interim Kosovo government. Mantica commended the participation of Serbs in the Kosovo local elections, held in Nov 2009, saying he considers it a good step for Kosovo's integration into the EU. The Italian diplomat said that his country will support Kosovo's Eu integration efforts. Mantica continues his tour of the Balkans on Wednesday, with a visit to Bosnia-Herzegovina.
HEADS OF EU MISSIONS IN KOSOVO HOLD RECEPTION
PRISTINA, Feb 3 (Tanjug) - Heads of the International Civil Office in Kosovo Peter Feith, EULEX Chief Yves de Kermabon and European Commission Liaison Office Head Renzzo Davidi evaluated that progress in governing and regional cooperation are the key tasks in 2010. The three heads of the EU missions in Kosovo received representatives of the local authorities, international organizations and civil society at a New Year's reception in Pristina. Feith stated that Kosovo made a big progress last year and that it will continue to work on it in 2010. We are inspired by the fact that Kosovo institutions are still determined to follow their Eu prospects, Feith said, underscoring that a difficult task of taking the right steps towards realization of the European future are ahead of all in Kosovo.
FERATI: ENTHRONEMENT YES, BUT NO PROVOCATIONS
GRACANICA, Feb 3 (Tanjug) - The Kosovo government does not see anything bad in the possibility that the ceremony of the enthronement of Serbian Patriarch Irinej be held at the Patriarchate of Pec, but it does demand that any possible provocations be avoided on the occasion, Kosovo Minister of Local Government Administration Sadri Ferati has said. For the agency ANSA, he underlined that Serbian officials had already visited Decani and that the Kosovo government does not oppose the announced visit to the Patriarchate of Pec, but stressed, however, that the body requires that special attention be paid to the statements that will be made on the occasion, which will help prevent any new tensions between the ethnic communities of local Albanians and Serbs. We can say with certainty that the Serbs in Kosovo are tired of being controlled by Belgrade, the Kosovo minister added. He said that all the inhabitants of Kosovo have the same rights and they are free to visit any cultural or religious site they deem as important. ANSA reminds of the fact that Serb religious sites were the target of attacks in the past, particularly the Patriarchate of Pec, which is why they are now being guarded by KFOR members.

DJUKIC-DEJANOVIC MEETS WITH TUNISIAN AMBASSADOR
BELGRADE, Feb 2 (Tanjug) - Parliament Speaker Slavica Djukic-Dejanovic received Ambassador of Tunisia Houria Ferchichi at the National Assembly House. The two officials agreed that the overall bilateral cooperation between Serbia and Tunisia leaves significant room for improvement, especially at the level of diplomacy and economy, the parliament's press service released. They pointed out that a meeting between the speakers of Serbian and Tunisian Parliaments this year, and the resulting increase in parliamentary cooperation, would represent an important step towards the enhancement of the countries' bilateral relations. Ambassador Ferchichi proposed to Djukic-Dejanovic that the National Assembly might host a round table meeting on the improvement of the position of women, in a joint organization of the Tunisian Embassy in Serbia and the Serbian Parliament.Dejanovic welcomed the initiative and said she will take active part in any public discussion on the topic, the statement reads.
LJAJIC URGES FOR GOVERNMENT RESHUFFLE
BELGRADE, Feb 3 (Tanjug) - Minister of Labor Rasim Ljajic urged for a government to be reshuffled, which would include a reduced number of ministries. "I do believe that this government needs a strong political move, which implies elections or a government reshuffle," said Ljajic, adding that this would mean a reduction of the number of ministries and a number of new people. In a live broadcast by TV B92, Ljajic clarified that holding an election at the moment would be "a luxury" because this year would practically be lost in a campaign and forming of a new government, while a new government would not last a year.
LJAJIC: SANDZAK AND SERBIA NOT IN DANGER OF WAHHABI SPREAD
BELGRADE, Feb 3 (Tanjug) - Minister of Labor Ljajic assessed that Sandzak and Serbia are not in danger of the spread of the Wahhabi movement. Commenting on the arrest of a Wahhabi member in BiH, Ljajic told the TV B92 that the there are notably fewer Wahhabis in Sandzak compared to several years earlier when one of the groups in the region was arrested. He said that the Wahhabis appeared after the war in BiH and that Vienna was their operative center for the former Yugoslavia. According to Ljajic, there were several enclaves in BiH where the Wahhabis lived and imposed their lifestyle, and now, as he pointed out, they endangered the country, so their arrest was a logical consequence. Ljajic said that they endangered the constitutional order of BiH by not recognizing the Constitution and the laws of this country and by applying only the Sheriat law as a fundamental lifestyle.
SERBIAN MEDICAL CHAMBER AGAINST KOSOVO'S ACCEPTANCE INTO WHO
BELGRADE, Feb 2 (Tanjug) - The Serbian Medical Chamber (LKS) launched a protest against a request by the leaders of the unilaterally declared indepentent Kosovo to join the World Health Organization (WHO). The LKS called on "all relevant institutions in Serbia and the world to support Serbia and its institutions as the only state-level authority in Kosovo," says an announcement by the Chamber. The LKS stated that it will also lodge a protest with the WHO through its international contacts. "The LKS, like all government institutions, supports in full the official view of the Serbian government that the representatives of the self-proclaimed Republic of Kosovo have no place in any international institutions, because Serbia provides proper representation for all of its citizens and institutions, including Kosovo and Metohija," says the announcement.
ON CVETICANIN & BISERKO MEDALS
ZAGREB, Feb 2 (Tanjug) - The Zagreb-based daily Jutarnji list reports that former Serbian ambassador to Croatia Radivoj Cveticanin did not receive a medal from Croatian outgoing President Stjepan Mesic, as was the tradition, due to the deterioration of relations with Serbia. The daily says that several days ago, Cveticanin, who ended his mandate at the end of 2009 and returned to Serbia, was allegedly told that, due to the deterioration of relations with Serbia and recent statements of Serbian President Boris Tadic, it would not be convenient for him to be granted a medal like his predecessors were. Mesic's advisor Tomislav Jakic, however, stated for the daily that the reason why Cveticanin was not on the list of awarded people is the procedure which requires that the awarded ambassador must have the agreement of his country. Since the agreement was not issued on time, the medal was not awarded to him, Jakic said, adding, however, that the agreement was issued in the meantime and that former Serbian ambassador to Croatia will receive the medal. Mesic awarded medals to President of HCHR in Serbia Sonja Biserko, Director of Jerusalem Center Simon Vizental Efraim Zurof and Head of the OSCE Office in Zagreb Jorge Fuentes.
DIASPORA SHOULD HAVE REPRESENTATIVES IN PARLIAMENT
BELGRADE, Feb 3 (Tanjug) - Ministry of Diaspora wants to open a public debate on the possibility that Serbian Diaspora has its representatives in the parliament, Minister of Diaspora Srdjan Sreckovic told. "Our idea is to analyze the possibility that representatives of diaspora have, for example, five MPs in the National Assembly, which would symbolically prove the unity of the country of Serbia and its citizens who live abroad, regardless of their religious or ethnic affiliation, and all the other Serbs living in the region," he said. There is no wish or intention that diaspora influences the possible reshuffling of political scene, he said, pointing out that diaspora's active participation in the parliament would be a clear sign that Serbia continues with a much more active and responsible long-term policy concerning its diaspora, given the fact that almost 4 million of Serbia's people live in other parts of the world.
