STATE SECRETARY NEMANJA STAROVIĆ DELIVERS A LECTURE TO THE STUDENTS OF SIB-LEIDEN ASSOCIATION FROM THE NETHERLANDS

Students of the Sib-Leiden Association paid a visit to the Ministry of Foreign Affairs today as part of their study visit to the Republic of Serbia. The Students’ Association mostly gathers international relations students from the University of Leiden. Aside from the Ministry of Foreign Affairs, they also had the opportunity to visit the National Assembly of the Republic of Serbia as part of their study stay in Belgrade.

The guests from the Netherlands were greeted by Ambassador Marina Jovićević Head of Diplomatic Academy, after which State Secretary Nemanja Starović delivered a lecture on foreign policy priorities of the Republic of Serbia.

In his introductory speech, Mr Nemanja Starović presented the history of our country chronologically to the Dutch students, especially the history during the second half of the 20th century with an emphasis on the period between the 1990s and the present day, so that those present could have grasped and understood the state of play and relations in the region more easily. In that context, he mentioned the specifics of Serbia's geographical and geostrategic position.

Speaking about foreign policy priorities of the Republic of Serbia, the State Secretary first laid a stress on the importance of preserving the sovereignty and territorial integrity of the country complete with Kosovo and Metohija as its integral part, on which occasion he also spoke about Serbia's European path, regional relations, and the country's military neutrality.

He recalled the activities on the international level that preceded the unilateral declaration of independence of so-called "Kosovo", which was contrary to international law, including the NATO aggression against the Federal Republic of Yugoslavia back in 1999. He drew special attention to the importance of respecting UN Security Council Resolution 1244 and the engagement of the international community in the process of protecting the Serbian population and Serbian cultural heritage in Kosovo and Metohija. He also mentioned that many countries have withdrawn the recognition of the so-called "Kosovo", and that he expects such a trend to continue in the future.

He mentioned Serbia's European path as one of the country's strategic foreign policy goals, owing to which numerous reforms have been initiated in Serbia across a whole host of different areas, especially in the area of economy by stressing that a large number of companies from EU countries are successfully operating in our country today, which is becoming an increasingly attractive destination for foreign investors.

Given the great interest expressed by the students, he talked about the relations of the Republic of Serbia with the People's Republic of China and the Russian Federation by placing an emphasis on significant investments from those countries, especially in infrastructure projects, certain branches of industry, energy, or medical aid during the outbreak of COVID 19 pandemic.

Later on during the lecture, the State Secretary spoke about the importance of good neighbourly relations, military neutrality of the Republic of Serbia, and cooperation with NATO, which has been accomplished through the Partnership for Peace and the country's participation in UN and EU peacekeeping missions and operations.

At the end of the lecture, the State Secretary answered numerous questions asked by the students.

CONFERENCE DEDICATED TO THE ROLE AND SIGNIFICANCE OF HENRY KISSINGER WAS HELD

A conference entitled „Shaping and Understanding the World Order – Henry Kissinger and the Theory and Practice of Diplomacy and International Relations”, organised by the Diplomatic Academy and Club PLUS, was held on Thursday 9 June 2022 at the Ministry of Foreign Affairs. The conference was opened by State Secretary of the MFA Nemanja Starović on behalf of the MFA and the attendees were greeted by Ambassador Marina Jovićević PhD, Director of the Diplomatic Academy, and Dragan Bisenić from Club PLUS, former Ambassador of the Republic of Serbia to Egypt, journalist and writer.

As part of the initiative of Club PLUS, which is the publisher of all Henry Kissinger's books in the Serbian language, Prof. Dr. Ivo Visković, Asst. Prof. Dr. Marko Dašić and Asst. Prof. Dr. Milan Krstić from the Faculty of Political Sciences, Dr. Bojan Dimitrijević, Scientific Adviser at the Institute of Contemporary History, Dr. Vladimir Trapara, Senior Research Fellow at the Institute of International Politics and Economics, Mladen Lišanin, M.S, Research Associate at the Institute for Political Studies and Dragan Bisenić participated in the conference as panellists.

The presentations were held within two panels moderated by Dragan Bisenić and State Secretary Starović. Numerous visitors to the conference - MFA diplomats, Diplomatic Academy students and the best faculty students doing their fourth month of professional practice in MFA - had the opportunity to get acquainted with the most important theoretical and practical aspects of decades-long work of Henry Kissinger, one of the world's most influential diplomats. His pragmatic and realistic approach, based on developing awareness of the need to preserve the concept of balance of power and preserve global security by respecting the interests of major international actors, differs from the ideological discourse prevailing in current international relations, which is evident in the Russia–Ukraine conflict.

Also, the views and influence of Henry Kissinger are illustrated by a historical analysis not only of his actions during his time as US Secretary of State, during the 1970s, but also of his overall opus, from early childhood to the present day, especially considering that next year he will be 100 years old.

An obvious success indicator of this conference, contributions of which should be published in the conference proceedings, is the interest of visitors to ask the panelists a large number of questions and comments.

As part of the conference, Dragan Bisenić presented State Secretary Nemanja Starović with a chair given to King Alexander in 1931 by the then-editor of Foreign Affairs Hamilton Fish Armstrong, which he had found during his service in Cairo as ambassador, repaired it and now returned it as an important historical artefact for the Museum of Diplomacy of the MFA.
